@miltonmueller @nielstenoever @farzanehbadii i think everyone involved did the best they could with what they had. no one is claiming malice or deliberate sabotage or even negligence. that does not make the resulting protocol any less political. it carries with it, again, the assumptions of who make it and when it was made.
